When Israel established a checkpoint near the Mousas' land a decade ago, the family converted their ancestral farm into a parking lot for Palestinian workers entering Israel. But the lot has been empty since Oct. 7, when Hamas militants attacked Israel from the Gaza Strip, and Israel, fearing more attacks, barred Palestinian workers from the West Bank from entering Israel. Before October, over 10,000 Palestinian workers crossed the checkpoint there daily, heading to Israeli construction sites and farms. An estimated 200,000 Palestinians worked in Israel and Israeli settlements before the war, according to the Israeli workers' hotline Kav LaOved. The Palestinian economy in the West Bank contracted by over a fifth in the last quarter of 2023, according to the Palestinian economic ministry.

The start of the rainy season and the possibility of flooding increased fears that the densely populated enclave's sewage system will be overwhelmed and disease will spread. At a U.N. shelter in Khan Younis in southern Gaza, the rain brought dismay for displaced people who woke to find the clothes they put out to dry the night had been drenched by rain. It voiced concern on Tuesday about the prospect of rain causing flooding and overwhelming already meagre and damaged sewage facilities. Ahmed Bayram, a spokesperson for the Norwegian Refugee Council, said the start of the rainy season could mark "the most difficult week in Gaza since the (military) escalation began." Touma said just a small amount of rain could cause the streets of Gaza to flood, given the sewage system's inability to absorb water.

In particular, the judge cited provisions empowering officials to evaluate an applicant's “good moral character” and whether “good cause exists for the denial” of gun permits. The Supreme Court’s so-called Bruen decision, which struck down a New York gun law, was the high court’s first major gun decision in over a decade. Someone may be deemed to have good moral character by one person, yet a very morally flawed character by another. Such unfettered discretion is hard, if not impossible, to reconcile with Bruen,” Cronan wrote.

Family members told CNN that the men were transferred to a nearby hospital and died of their wounds soon after. Abdulrahman, 12, lost his father seven years ago when he was shot dead by Israeli settlers near Nablus. Aseel Wadi's father and brother were killed by Israeli settlers as they drove to a funeral for Palestinians killed in their West Bank community.
